Porous masonry lets the pigment and the binder soak below the surface, so lifting the color can still leave a ghost. The Park Service guidance is direct about the other risk: blasting it off etches the outline of the tag permanently into the wall.
On absorbent surfaces the work is done by holding a cleaning agent against the stain long enough to draw it back out. That is slower than a pressure washer and it is the reason the wall does not end up with a clean shadow where the tag used to be.
Fresh paint comes off easier, and a wall that gets cleared quickly tends to stop attracting new tags. Painting over it is the option that usually reads as an obvious patch and invites more. Call as soon as you find it and we will get out there.
That shadow is ghosting, and it means pigment went into the pores below the surface that pressure acts on. Conservation guidance is blunt about it: mechanical cleaning cannot remove subsurface residue without damage. The answer is chemistry and dwell.
Blasting takes the fired outer skin off brick and exposes the softer body underneath, which reads lighter and more open. The outline is then legible for years after the paint is gone, and the next tag soaks in deeper than the first one did.
That is what happens when a solvent is applied and left to run. A poultice exists to stop it. It holds the loosened pigment in suspension while it dries, so the stain leaves with the paste instead of bleeding out into clean masonry around it.
Metallic spray paints carry relatively large particles that are less able to enter the pore structure, so they tend to stay on the surface. Flat colors do the opposite and carry dyes down into the substrate. The paint type changes the removal, not just the look.
A sacrificial coating comes off with the graffiti by design, which means it has to be put back every single time. If nobody reapplied it after the last cleanup, the wall has been bare since, and it takes the next hit directly into the masonry.
Raleigh police ask property owners to remove graffiti within twenty four hours where possible and note that owners who do not can be cited for allowing a public nuisance. The city nuisance process runs about ten days and ends in a bill and a lien.

On dense sealed stone the paint sits on top and you are lifting a film. On weathered brick or unsealed limestone the vehicle has migrated down into the pore structure, and that is the entire reason a poultice exists as a category.
The Park Service ladder runs water and neutral detergent, then solvent in a poultice, then alkaline with a weak acid afterwash. Historic masonry can be damaged at 100 to 400 psi, which is below what a rental machine idles at.
Red pigment and the fine blacks in spray paint leave residue below the surface. A wall tagged once is more porous than it was the first time. The Park Service position is that sometimes the right call is to leave a fading ghost alone.

Paint that has been on porous brick for a week comes off far more completely than paint that has baked through a Raleigh summer month.
