Nearly every outdoor drain in a parking lot is a storm drain, and stormwater rules do not allow wash water in it. On grease heavy areas like dumpster pads and restaurant alleys we contain and collect instead of letting it run. That is the part that keeps you out of trouble.
The food code requires refuse enclosures to be kept clean and receptacles washed often enough that they do not build up soil or draw insects and rodents. If you are a food business, that pad is not cosmetic. We can put it on a recurring schedule.
Raleigh names dumpster pads specifically in its water pollution guidance, and a first offense runs five thousand dollars a day until it is resolved. That ring is grease and leachate sitting on a pad that drains somewhere, and where it drains is the question.
Almost every outdoor drain in a parking lot goes to a creek, not to treatment. Federal rules require the city to prohibit non stormwater discharge into it, and the city tells contractors to collect wash water and put it into the sanitary sewer instead.
Gum base is a hydrophobic polymer that keys into surface porosity and holds. Cold water and pressure alone will not release it because the bond is mechanical and the material is thermoplastic. Heat is what changes its state and lets it let go.
The national flooring standard treats oils and greases as their own traction class, separate from wet. A floor rated for wet is not rated for grease. The kitchen door, the grease bin corral and the dumpster approach are where that rating stops applying.
North Carolina enforces the federal food code by reference, readopted in October of 2021, and its refuse chapter governs the storage surface and the enclosure. An environmental health officer scoring your kitchen can walk out back and keep scoring.
The city asks for two things in order: sweep the surface first, then wash without soaps or chemicals on pavement. Washing grit into solution and then into a drain is how a routine maintenance job turns into an illicit discharge complaint.
Raleigh Stormwater prohibits soaps and chemicals during pavement washing and prohibits putting wash water into the storm system. The city names dumpster pad washing outright as reportable, so the plan comes before the price.
Sweeping and scraping is a regulatory step, not a courtesy. Taking the solids off dry is what makes the resulting wash water acceptable to send to a sanitary connection, and in a city that bans detergent on pavement it is also how the job works.
Collection first, inlet protection second, on any lot with grade you cannot control. Drain seals and filter socks are the fallback the city allows when collection is genuinely impossible, not a substitute for capturing the water.
Karcher puts it plainly: every 50 degree rise accelerates the chemistry and halves the reaction time. On grease that means lower pressure and less product do the same work, which matters on a pad you cannot chemically treat anyway.
The Food Code sets no calendar for cleaning refuse enclosures. It sets a condition instead: often enough to prevent a buildup of soil and to keep pests away. We document pad slope and enclosure condition too, because a failing pad is a code item.
